Positive Referrals
When a pupil is at risk of permanent exclusion, the Local Authority (LA) aims to work with schools in order to explore a more positive outcome. This is known as a positive referral.
Although a positive referral is not a statutory function, the LA will offer this provision providing appropriate criteria are met.
Parents/ carers have to consent to the positive referral. In instances where parents / carers refuse a referral, the LA is not able to proceed with the application and it is for the school to explore an alternative option.
It is anticipated that a positive referral would be appropriate for the majority of circumstances in which a headteacher would normally permanently exclude a pupil.
